You are right.
virt-manager running well with libvirt-python from updates-testing.

I think the problem is that you took libvirt from the 'development'
repository which is basically FC6test1. For FC5 you should use the
'updates-testing' repository as per the instructions on the
download page:
yum --enablerepo=updates-testing install virt-manager
