running the command:
yum groupinstall "XFCE"
on a Fedora 12 (Gnome) LiveCD installed system presents a single panel
XFCE environment just as the Xfce Spin does. It would appear the bug
to be valid and the documentation is simply out of date as the two
panel configuration was default during the Xfce 4.4.x lifecycle but is
condensed to a single panel in 4.6.x
