If you had read the archives you would see the following:

1) It is being worked on in rawhide first. There are a lot of plugins
which will have to be dropped because they are no longer supported in
XFCE4.12
2) It is being backported to F22 alpha once rawhide is stable.
3) If there is time and energy (eg someone else doing it) it will be
backported to F21.

This far after a release there are few reasons to respin a Live so the
answer to your question would be No.

I love to use Live to install to new computers.

Will "yum" automatically update  Xfce 4.10 to 4.12 on FC21?

(After install, I have to do a "yum update" anyway.)
