There's no complex process. :) Just join the mailing list, put your name
on the sig page on the wiki and start participating. 

That could be any of: 
* answering questions/discussions here. 
* helping answer Xfce questions on ask.fedoraproject.org
* helping out with testing new versions. (4.18 is likely to land soon
for testing)
* etc.

There is also a badge available, just ask and myself or nonamedotc can
give you the badge after you contribute. :)
