Hello,
While running xfce 4.18 with NetworkManager under F38, after logged in, nm would show a notification message saying "Connection Established". The strange part is, the "Don't show this message again" is in gray color as if it's not clickable. I can still click it and it will then go away but next time I login, nm would again show this notification and there is no way to make it stop showing this notification message.
I wonder is this a bug of networkmanager or xfce? Thanks.

Probably a regression of network-manager-applet-1.30.0-3.fc38.x86_64.
Anyway, this can be trivially solved by unchecking the "enable notifications" when right clicking the applet so not a big deal.
