Your email sounds a bit harsh... I think Fedora is doing a great job at packaging xfce! [1]
The "xfce4-about" is just a simple tool provided with the libxfce4ui package, but it actually takes the version from `xfce_version_string()` which is defined in libxfce4util.
And it happens that upstream still has that string set to "4.12", better file a bug upstream, but calling it a "useless piece of code" is unlikely to give you the traction you ask for.
As for the package list you posted, xfce is made of different modules which have different versions, not all packages follow the same scheme. Actually, 4.13.x is 4.14-pre-something, so it looks to me you do have a pre-version of 4.14 installed. Of course, one important piece of the puzzle (xfwm4) is missing in your list because you queried "xfce*" which excludes xfwm4...

Sorry for sounding harsh. It is frustrating when this kind of code is not maintained and the information provided is of little value.
As far as "upstream", I already filed the bug back on 2018-11-03. Resolution was "INVALID".
xfce4-about 4.13 thinks it is 4.12 https://bugzilla.xfce.org/show_bug.cgi?id=14827
This is known, I was told that development versions retain the previous stable version ...
Maybe you should consider just removing "xfce4-about" from the next release?
Or maybe at least remove the revision information so that it only shows the credits? Only showing the credits would be easier to maintain. It would certainly create less confusion.

If 4.14 is being tagged as 4.13.xx, it is pretty difficult to tell what is and what is not 4.14. Do you have a way of telling if I am actually on 4.14 yet?
Seems like many of the 4.13 bugs are not showing themselves anymore, but time will tell.
Fedora should consider only releasing the "stable" version next time. Xfce can not be held accountable for someone releasing a test version. "Test" versions are "suppose" to be buggy. That is why they are called "test" versions. I think 4.13 slipped past Fedora's army of testers. (Fedora is not bleeding edge. It is next to bleeding edge.)
Xfce just keeps getting better and better (4.13 excluded).

I am too. I adore Xfce and have been using it for more year than I can remember.
$ rpm -qa xfwm4 xfwm4-4.13.2-1.fc30.x86_64
Any way for me to tell if I am running 4.14 pre something? 4.13.2 still has issues with the panels.
