With the update in Rawhide to 4.10 from 4.8 my desktop was broken. Parts of the 'starters' in Settings Manager. Most notably the "Desktop" starter. So I can not set the options there and the options that were set apparently have 'disappeared' too. It may be related but a 'mouse click' on the desktop no longer puts up a drop-down menu and my 'desktop icons' are no longer there.
What package is missing or damaged?

Sounds like xfwm4 might not be running?
If you can get to a terminal, run 'xfwm4 --replace &'
If not, you can remove your session file and login again and it should start xfwm4.

Thank you. That appears to have solved this.
Is there anything, that you can explain to a simple user, that caused this? Something that I might have done incorrectly. I ask because I can not think of anything that I have done out of the ordinary.

Possibly it's this upstream bug: https://bugzilla.xfce.org/show_bug.cgi?id=5379
basically when you have several applications running that pop up "do you want to save what you are working on" dialogs, xfwm4 doesn't properly deal with them before quitting. So, it dies and doesn't have itself set to start in the next session.
There was some work to fix this in 4.10, but not sure it's completely solved. ;(

That must be some bug to be that old and still unresolved. :-)
I do recall something such as this and it was around the time od the problem.
