First off "about-xfce" is a joke. It is still showing 4.12 and does not give the revisions of the sub-components. A completely useless piece of code.
So wanting to try out 4.14 ...
# dnf upgrade --enablerepo=updates-testing *xf* thunar* tumbler exo garcon ... Nothing to do.
And not a 4.14 in sight!

It's a minor bug... hopefully it will be fixed soon, but that doesn't make this code 'useless'.

4.14 is not yet released. Unless you have a time machine you cannot install it.
The 4.13.x versions are the development releases leeding up to the 4.14 final release. So, they will all stay 4.13 until 4.14 final is realeased, then they will say 4.14.

Sorry for being a bit undiplomatic about the 4.12 issue. Soemtimes the frustration gets th e better of me.

I would like to try out the pre-release. I did the DNF thing about, but can not tell if I am running regular 4.13 or 4.14 pre 1/2. What am I missing?
