Well, I suspect most of the downstream maintainers are already on the
upstream dev list. I know I am. ;)
So, it would make sense to just post there and expect downstreams to
follow.
Either way works, the second one is maybe more accountable and
maintainable, and the first one more prone to triggering interactions.
I prefer just using the upstream list for that, but open to
whatever. ;)
