Have you seen this:

You first have to figure out the OID for the type of index you want to 
create e.g. from slapd-collations.conf
collation es "" "" 1 3    2.16.840.1.113730.3.3.2.15.1    es    es-ES

So you would have to specify the nsMatchingRule as 
2.16.840.1.113730.3.3.2.15.1.6 for the es language substring matching 
rule.  Note that the directory server uses ICU for collation, so if you 
want to know exactly how it collates and generates index keys for es 
with regards to tilde and accent handling, please refer to the ICU 
documentation.
