Not available yet.  No time frame.  Perhaps around RHEL 7.1.  If you are 
a Red Hat customer, ask support.

That was a mistake, which was immediately rectified.  The 389-ds-base 
bits in EL5 and EL6 have included replication and windows sync for many 
years now.
