I don't have the answers to this.  I've tried to have as little to
do with the clusterfuck that is Xen as possible (at least in part
because I'm *buried alive* in bare-metal bugs without looking at virt bugs).
Perhaps someone else remembers exactly what happened, but looking at the
bug and your timeline, yes, something did go horribly wrong somewhere that
should again, have been caught before it even got pushed out to rawhide.
