How about a monthly one of these that doesn't tie up a Board meeting?

All together on IRC at one time, for the reasons stated.  We could
schedule three or four of them in advance, which increases the chances
that most leaders will be there.

The thing I like about a meeting is the chance to get an interactive
distillation of important issues from people who are paying attention to
them.  Something at this level is too much to do very often, so monthly,
and maybe twice a month once we enter testing cycle.
