This is too binary... if there is a technical reason, then it is justified; if there is no technical reason then there is no justification.  

Perception, ease of use, artwork, etc. are also important parts of a good release.  If we want Fedora to be widely accepted and understood we need to make decisions from more than one dimension, and at times, dimensions we are not as good at (non-technical).

If changing the dist tag helps someone not as technically inclined or gives the impression of better put together release, fixing it has a high ROI and is worth it to me.
