CLA requirements

So, have we made any progress with the click-through CLA?

We need levels of hoops one goes through depending on the contribution
level.  Moving up in contributor level means stepping through one more
hoop.

Here is a proposed layout:

It defines four levels of contributor with increasing hoops to go
through for access gained.  The levels are designed to fit against
potential risk to the Fedora Project; the more you can do that can hurt
the project (on purpose or by accident), the more you have to go through
that proves you are responsible for your own actions.  Something like
that.

The idea of this table is to give the legal experts the knowledge that
we are aware of and mitigating for risk with our CLA acceptance model.
By defining the general-Wiki-editor as being able to touch lower risk
areas of content, we make it possible for those people to need a
lower-assurance level CLA such as a click-through.
