Secondary ARCH

There's a SPARC build and an ia64 build for Fedora right now.  This 
stuff isn't easy to do and we need to figure out a way to at least host 
their code/binaries.  I'd like to create a place under 
fedoraproject.org, more preferably on the mirrors.  Possibly under 
/secondary/ or something like that.  Lets get this figured out because 
waiting any longer is a great disservice to the work these people have done.
