Desktop Proposal

I personally agree with what Mike said at the beginning of what the 
issues he was trying to address.  As usual when trying to do something 
by committee however everything else is getting pulled in.

As one of the frontline people at several linux events i have heard the 
same complaints that Mike was trying to address.  If we have a stable 
desktop that will increase the userbase and hopefully get more people 
involved as contributors in one form or another.
