To further expound on this, we have people come in to infrastructure
being more than willing to set up a certain piece of software. Then
that person disappears, the software breaks, and we have no
wherewithal to repair it, since none of us know the software.

We need someone who can make the care and feeding (including upgrades,
security fixes, etc) of this solution a long term commitment.
Otherwise, we're doomed to failure. Especially so since the
infrastructure team such as it exists right now has almost no
experience with PHP, let alone Drupal.
