You need to take into account the candidate pools. Are Red Hatters
being elected out of proportion based those standing up for candidacy.
Are Red Hatters appearing out of proportion as candidates.

When an appointed seat went to a non-elected candidate for election...
was that runner-up candidate more or less likely to be a Red Hatter?

When the appointment was not a runner up for election was the
appointment more or less likely to be a Red Hatter?
