Ok. A request to board members:  Please ensure that any proposals being
discussed by the board is the posted the public list well before it is
discussed by the board and take into consideration the comments here. 
This is especially important for meetings done on phone because
non-board members often have no chance to participation during the board
discussion either intentionally (sensitive matters being discussed) or
unintentionally ( I can't follow American accent on phone easily or
calling in is expensive, let's say).  Whenever any proposal is being
discussed, the first line item should always be,  has this been posted
in public and if not, is there a particular reason for it to be kept
private?   This is part of why i requested that all meetings have an
agenda posted in list in advance similar to FESCo.  That hasn't happened.
