peer-review system to recognize contributors

Hello, in a few months I'm starting a company to help projects fairly
recognize or reward all contributors based on peer review. In addition
to recognition, contributors could potentially be rewarded with money
from a corporate sponsor, or with a greater say in the project. I
dream that this could attract more contributors, help fund the
development of open source, and perhaps lead to new,
even-more-democratic processes for project governance. The project
will be open-source; if the company ever makes money it will use its
own peer-review system to share profits with developers.

In preparation for a grant to fund the development of the system
(yeah, I'm an academic), I'm trying to get some input from potential
users to see which communities might be interested in using it, and
what they need -- if anyone here is interested in talking with me
