Fedora vision & more specific goals

In an attempt to tie together some of what Mo, Jesse, and Christoph all 
said, I go back here.

The hypothesis/claim has been put forward that the Fedora Project would 
benefit from having a higher percentage of developers/testers/people who 
focus on creating new code that also works.

That doesn't mean the Fedora Project wants to stop gaining any other 
types of people, just that we'd like to grow that particular subset at a 
greater pace.

Goal #2 seems like the one that provides the framework for doing just 
that, and if it's well managed, the metrics and results you get for 
free.

I think all of the goals suggested are interesting ones.  This one in 
particular grabbed my attention.
