Group proposal: FEMA, the Fedora Election Management and Administration

Thanks for saying this Max, it was bothering me as well.

I think the CWG will work well as a group that works to get people to
communicate with each other by various, more personal means.  Putting the
CWG in charge of making sure certain jobs get done would interfere with its
mission.
