Fedora Elections Voting Period

Given that the elections page (http://fedoraproject.org/wiki/Elections)
lists November 20-28 as the voting period, I think it might be prudent
if someone made a formal announcement that voting opened two days ago to
the Fedora Announce list.

The last mention of the elections was made on the announce list on Nov.
19th, providing the transcript of the Fedora Board town hall.
