.... to start thinking about new contributor recruitment for the F15
cycle.

According to Diana's research [1] (and honestly, my own experiences)
right after a fresh release is the best time for a new contributor to
join the project. 

"This opportunity right at the beginning of a new development cycle
should be made known to and capitalized upon as much as possible by new
contributors who wish to gain entrance and acceptance quickly, though
the latter can sometimes still be a little difficult to achieve. "
