Elections system update...

Okay, we're currently looking at updating the elections system once
the infrastructure freeze finishes: the day after F14 Beta is
released.

The new version is sitting in staging at the minute:

The main change that most people will see:
* The front page elections listing has been broken up into Current,
Future and Past elections

The biggest differences are on the administration side of things :
* It's now *much* easier for us to "update" an election (there's
actually an interface rather than editing the tables directly)
* It's possible for us to delegate off access to the results before
the raising of the embargo.

This means that if the board would like the "more information" page
about an election to be updated, this can be done.  Additionally,
because we would be able to edit the dates, it would also be quite
possible for us to put in things like the F16 elections with
*provisional* dates.
