Isn't this what we have today? IIRC the problem you have is that "Next
Big Thing" isn't the next Fedora release, but something farther out.
Try this:
repos.fedoraproject.org: work-in-progress for long term big changes
Rawhide: work-in-progress packages for the next release prior to feature
freeze
branched: packages being stabilized for the next stable release
post-feature freeze
released: stable packages following policy
