Wont those user be unable to install any additional application anyway 
so they would be better of with a better complete desktop that would 
contain for example libreoffice and gimp?

It also begs the question if Fedora "Default" is suitable for those 
persons et al and they should be using lighter destop enviroment instead 
like LXDE or XFCE given their steam powered hardware and limited bandwith.
