Why should any corporate entity even participate in the project if
they can't directly or indirectly influence the direction of the
project? The fact is that no matter how these bodies are formed
participating in the project does influence the direction of the
project. A corporate entity does not need to hold a majority of seats
anywhere to influence the direction of the project.

Look, with only 100-200 people voting anyone can be elected to
anything in Fedora now. You just need candidates and a few voters. It
couldn't be more easy than that to change the face of a governing body
in Fedora.
