One note here (which does not invalidate the rest of your point), since we
switched from moinmoin to mediawiki, all wiki pages are supposed to be "top
level" so that's not a good differentiator.  There's no special treatment
between This/Is/A/Page and This_Is_A_Page by mediawiki and the Fedora
documentation/wiki gardeners were telling people not to use the former
anymore.  We're supposed to use Categories rather than url hierarchy.

Not that everyone does this; just that top level doesn't have much meaning
as long as some people are following that rule.
