It isnt' endorsed by Fedora, it has only the logo usage permission. It
isn't the official forum nor anything connected directly with Fedora.
BTW, there are many Fedora users that contribute to this forum, but I
can't say (as I know) this is the Forum side of Fedora.

This is my humble opinion (it can't be considered the truth, but just
what I know from this side).
