Well , I'd suggest for working with the existing process of official
FreeMedia program, and not creating a separate branch (that ll be
confusing)

The current process is integrated (not best automated though) and
thats why it is important, you can accept requests and contribute
without creating additional forms and stop points.

ofcource you can keep your own database of requests.

Fedora Ambassadors contribute and run the FreeMedia program here

It is perfectly clear you want to help, and it is possible to have a
India specific (country specific) request page so that it is easier to
handle things at that level, but it should be an official one,
otherwise as i said it will be confusing.
