[Ambassadors] RFC: National Educational Computing Conference

So to follow along with Karsten's earlier CFP for the CUE conference
on the West coast, I'd like to do the same for this conference on the
East Coast. Deadline for submission is 10/8.
This event occurs in Washington DC, so it'd be beneficial if those
close to this event participate.
