If you like to try your ideas to see if they can work with fedora tour
then look for Ryan email in fedora tour wiki to see how to work with
them. It is a cool project and they have regular meetings to discuss
ideas.

If you like to write an app that is independant probably you should
look por the rpmdev team that are foestering code development for
LATAM. http://rpmdev.proyectofedora.org/
