Well, this is embarrassing.  I didn't know that feature was there all
the while, and its almost perfect
All that is needed is a way to pipe the output to a text file and
knowing how to setup a local repo.
Then wget -c --input-file=<textfile-path>

Very Cool -- I think i can handle the rest.  You've made me very happy.
