Definitely not in time for F14 because at this point no more changes to
anaconda should happen.

IMHO yes, but only for the live media.

This needs to be discussed on fedora-devel and on anaconda list. Once it
is technically possible, we can discuss this on this list again.

I agree. Also by using normal DVDs for the install media, we would still
cover hardware that is not capable of doing dual layer.

You mentioned that dual layer is slower which might be a drawback for
the live media. The question is: Is it noticeable so we need to take it
into account?
