[Ambassadors] Web FAD proposal -> Package maintainer's wishlist clean up

Hi folks,

I've put up a wiki page for the wish list clean up. I apologise for the
delay. 

Note: Since we're doing it over a period of days, and not over the IRC,
it isn't specific to a region any more. 

Please add your name to the list of volunteers if you're interested.
We'll begin work according to the timeline on the wiki page.
