[Ambassadors] [APAC] Budget status in Q2-FY2014

Hello APAC Ambassadors,
Cc: country budget owners in each APAC country [1],

I checked tickets in APAC trac [2] and CC report from Jsimon [3] and updated
the budget status in Q2-FY2014 [4].
Please take a look and let me know if something missing.

IMO, we are not in a good situation.

At beginning of the year (Jan-Feb 2013), each country proposed their budget
plan [1] and then I summarized all of those plans into one APAC budget plan
for Ambassadors in FY2014 [4]. Fedora Board and Budget Owners based on that
to allocate budget for our events/activities.

Actually, after two quarters (Q1-Q2), almost events/activities were not
happened. In fact, we spent much lower than what we planned.
You can see in Q1, we spent only $1,074 in $2,800 allocated so the left
amount was  $1,726. It is worse in Q2 when we just spent  $992 in  $7,400
allocated, then we left  $6408(!)

I hope there are some missing items not updated right now but if so, it
would not be much, I think. But if it is a fact, it should be a bad fact:
Almost events/activities we planned have not been happened; and the truth
is APAC Ambassadors have not got many events/activities (as compared to
other area such as EMEA).
Another real fact we have to face now is: if we spent lower than what we
plan, next year, our budget may be cut off.

So, I would like to raise this issue up to all of us. We need to work
together much closer to get things toward faster.

After a short discussion in FAmSCo meeting last week [5] I would like to
propose some other activities we can use the left money:
 - produce more swag (pins, buttons, badges, etc.) with EMEA.
 - for FAD APAC this end of the FY to make the APAC plan for the next FY.

Any more ideas and comments are highly appreciated.
