[Ambassadors] Travel Sponsorships for Flock in EMEA

We are already subsidizing more than $50,000 worth of travel for Flock. It is the single largest part of the Flock budget and a rather significant part of the Fedora budget overall. 

Very few conferences pay for travel, and when they do, it's generally only for speakers. I know everyone wants to attend in person and have it paid for, but that's just not possible, and the logical people to subsidize first are the ones who a)are participating in the project to the extent that they have content to give a talk, b)have taken the time to prepare and submit that talk, and c)have had that talk voted above others by their peers. 

We were able to stream video for most talks last year and recorded some. We intend to do this again. There were also IRC logs happening live, tweets, blog posts and other reports. Being in Prague in person is not the only way to participate in Flock, and I hope that if you're not able to be there in person that you will participate through these other channels.
