I hardly believe someone with more than one or two "titles" would
perform properly at all of them, ie. remain active. I mean, it's
sometimes difficult to find time for FOSS volunteering when you're in
just one community…

I think we should make more clear what "to deserve" means. One might be
qualified at the application moment, but should also stress *commitment*
and involvement in several communities would be a red flag. Then, to me
"to deserve" includes to show commitment.
Moreover, anyone is free to promote Fedora without holding a "title".
