[Ambassadors] Fedora t-shirts for users

I like the idea of giving away t-shirts to recognize longtime users and
community members. I believe that we should definitely, however, specify some
criteria for this.
Also, I agree with Nikos that the term "Certified User" might be a bit
confusing. We could perhaps replace it with something like "Proud Fedora User".
Just my two cents here.
