Olá,
Mas este comando restorecon retornou sucesso ou alguma mensagem de erro?
Tentou executar ele no /etc/services (acho que o ./services que ele se
referia era o do /etc), "restorecon -v /etc/services" ?
Se isso não funcionar, execute manualmente o "/usr/sbin/rpc.rquotad" e veja
se obtém o mesmo erro, pois pela mensagem me parece que o problema é nele e
seria um outro ponto para pesquisar :)
