Repos not regenerating

I ran the command above manually to check the possible errors. I got a
"Cannot retrieve repository metadata (repomd.xml) for repository:
repo1. Please verify its path and try again". On further inspection, I
found that file:///tmp/koji/tasks/2581/2581/repo_834_premerge/ does
not exist. /tmp/koji/tasks/2581/ is there but it is empty.

Is this the culprit? why am I getting this error? Any potential solutions?
