Koji and DNF status?

Further status update, we got a dnf build with the above bug fixed and then 
hit https://bugzilla.redhat.com/show_bug.cgi?id=1246928 so now we need to have 
a fix for that. we will then try again for rawhide, I think at this point it 
is safe to say we will keep f23 on yum in koji. we will move f24 to dnf as 
soon as we can.
