[FZH] Shotwell 繁体中文翻译

[Tseng, Cheng-Chia]

已經開了一個 zh_TW，稍微翻了一下到 3% 左右後上傳，以便未來更新翻譯。

如果翻譯過程有問題，我會再詢問您的意見。
