[FZH] Mis-coded messages from Chinese Digests.....Need Help

That's your locale.
set zh_CN.UTF-8 UTF-8 in  /etc/locale.gen
and run locale-gen

Then set you locale to  *.UTF-8 , witch means, support UTF-8, aka ,
en_US.UTF-8
