[FZH] 只在CLI下运行的程序翻译问题

協調在這裏不應該被納入考量因素 ，中英夾雜的問題應該往上游溝通把代碼國際化，而不是 gcc 是專業怎樣的而保留不翻譯；只要翻譯後的文字符合
locale 即可，正規表示式 (regex) 能抓到就是正確的做法。

除了命令名稱本身和一些技術命名／簡寫外，一律應該被翻譯。
