[FZH] [Fedocal] Reminder meeting : Chinese

因为上游一直没修时区有关的提醒 BUG，我把会议时间写成 UTC 时间了。所以现在是提前 12 个小时发提醒了。

不过最近会议时间都不好啊，都赶上过节来着～
