Broken 32-bit F14 EC2 images?

I think it is the same issue.  It also affects the installation of perl
modules (perl Makefile.pl fails), as well as some other perl usages (e.g.
when you compile openssl by hand, perl is used to manipulate certs, and this
hangs).
