Ok, consensus seems to be to stick with the cloud SIG mailing list.

Perhaps everyone can make a concious effort to keep the list more up to
date with what they're working on?

I think David's point about established packagers makes sense.

So, we'll say that it's fine to liberally grant commit to established
packagers, but we (I) should be a bit more cautious and only grant it to
new packagers when they have a contribution they want to push.
